Apopka's Downtown is Changing
The heart of Apopka's downtown includes the Community Redevelopment Agency (CRA). This central area of Apopka includes a mix of businesses, residences, and historic properties.
The CRA is established to help Apopka invest into needed community improvements for this area of the City.
Community Redevelopment Area
The Community Redevelopment Area (CRA) was established in 1993.
Under Florida Law (Chapter 163, Part III), local governments are able to designate areas as Community Redevelopment Areas when certain conditions exist. Since all the monies used in financing CRA activities are locally generated, CRAs are not overseen by the State, but redevelopment plans must be consistent with local government comprehensive plans.
Finding of Necessity
To document that the required conditions exist, the local government must survey the proposed redevelopment area and prepare a Finding of Necessity. If the Finding of Necessity determines that the required conditions exist, the local government may create a Community Redevelopment Area to provide the tools needed to foster and support redevelopment of the targeted area.
About the Community Redevelopment Agency
The activities and programs offered within a Community Redevelopment Area are administered by the Community Redevelopment Agency (CRA).
A 5 to 7 member CRA Board is created by the local government to direct the agency. The City of Apopka Board is comprised of City Council, an Orange County Board of County Commissioners representative, and other individuals appointed by the local government.
The CRA District maintains a separate trust fund and expends those funds only in that district.

Community Redevelopment Agency (CRA) Assistance Programs
On June 21, 2017, the Apopka Community Redevelopment Agency adopted the new CRA Redevelopment Plan 2017 Update. The new Plan included many new projects and programs to help with the redevelopment and increase the economic viability of our 633 acre redevelopment district. This area is the original core and heart of Apopka.

Non-Residential Business Assistance Programs:
Building Code Assistance Program (BCAP)
This Community Redevelopment Agency program provides a financial reimbursement grant to pay for eligible costs incurred by a qualified owner or tenant to make façade, or exterior improvements. Such improvements may include: structural; signs; visual treatments (paint, stucco, stone, etc.); energy efficient windows; doors; awnings; Americans with Disabilities Act (ADA) Handicap access; other building code needs; and especially historical theme improvements which reflect Apopka’s history. Provides reimbursements of up to $5,000 per business storefront or building for Florida Building Code updates or repairs.
Building inspection required and 25% match.
Facade Renovation Assistance Program (FRAP)
This Community Redevelopment Agency program provides a reimbursement to help pay eligible costs incurred by a qualified owner or tenant in making improvements that are required due to building code requirements. Code requirements may be from building, fire or City codes. Such improvements may include: fire alarms; air system handlers (heating/air conditioning units); fire walls (needed for various uses); ADA handicap access, including bathroom facilities
(ADA requirements); front doors; grease traps (restaurants); and, electrical upgrades.
Provides reimbursements of up to $5,000 per business storefront or building.
Building Permit Refund Assistance Program (BPRAP)
Permit Fee reimbursement for up to 50% with a maximum $5,000 refund upon Certificate of Occupancy for targeted businesses in the CRA.
Business Impact Fee Assistance Program (BIFAP)
Pays reimbursement of Impact Fees for new, expanding or change of use for businesses up to 50% and a maximum of $5,000. Includes, water, sewer, Police and Fire fees.
Residential Assistance Programs:
Residential Fee Assistance Program (RFAP)
The RFAP is designed to lower the cost for new single family infill lots by providing the payments of the Impact Fees associated with new home construction. Impact fees can account for a large portion of new home construction costs and by paying down those costs, homes can become more affordable as a result. New homes are required to be owner-occupied upon completion with a final Certificate of Occupancy (CO) by the Apopka Building Division. Covers the basic impact fees for: Transportation, Orange County School, Recreation, Fire, Police, Potable Water and Sewer. Up to $20,451 +/-. No match
Residential Renovation Assistance Program (RRAP)
Works in conjunction owners and volunteer groups to support exterior renovation of existing single-family homes (owner occupied). Covers supplies such as: paint, paint brushes, rollers or handles, caulk, tarpons, painters tape, house lights, rain gutters, house numbers, energy efficient replacement windows, and doors, etc. Up to $1,000.
